When the team at Never Never Land compound hears news that the United States is in danger of being taken over by terrorists, Operation Back Step is put into effect. However, after Dr. Ballard (Sam Whipple) modifies the sphere, a glitch in the mechanics causes Frank Parker (Jonathan LaPaglia) to separate into two people.

As Nate Ramsey (Nick Searcy) and Parker watch a CNN report on the television, the President of the United States announces that China attacked Taiwan and Taiwan surrendered. Although, both men realize the political implications this could mean to U.S./China relations, they hardly agree on the matter. Later at the Federal Building, FBI agents and the LAPD SWAT team escort the Bomb Squad to a nuclear warhead which is primed to detonate. Just as the timer counts down to zero and the bomb disposal unit realizes they failed, a flag pops up reading A10 Million Dead.

Back at the Pentagon, the chairman of the joint chiefs of staff, General Cole (Dale Dye), receives a threatening phone call announcing that there is another warhead in Los Angeles, which will detonate for real if the President and the Joint Chiefs of Staff refuse to resign. Cole weighs his options carefully because one mistake would give the terrorists control of the United States government.

Meanwhile, Major Andrew Tobias (Wayne Duvall) calls Isaac Mentnor (Norman Lloyd) to find out if he was able to decode a hidden message he intercepted from the terrorist. When they hang up the phone, Tobias is shot three times in the chest by an unknown assailant.

Later that day, Bradley Talmadge (Alan Scarfe), Olga Vukavitch (Justina Vail), Ramsey and Parker wonder where Mentnor is... little do they know, Mentnor is in trouble. After he receives a call from his wife who has been kidnapped, he is ambushed by a dozen camouflaged men. Captain Curry (Brian Thompson) sprays Mentnor in the face with an unknown substance and he falls unconscious.

When Mentnor awakens, he realizes he is sharing a cell with his wife Claire Mentor (Anne Bellamy). in the basement of a secret military base called PROCINC. General Wayne Starker (Tom Amandes) walks into the cell and confronts Mentor about breaking the code. When Starker hears that his request for the heads of State to resign has been denied, he ignites a nuclear bomb hidden in Los Angeles - killing millions. Starker then broadcasts a message throughout the country, blaming the nuclear blast on Chinese terrorism.

Talmadge immediately initiates Operation Back Step to undo the death and destruction from the nuclear blast. While searching for information on Mentnor's disappearance, Olga goes through his office and finds his notebook with the word PROCINC written on it. She suggests that Parker should take the notebook back with him so Mentnor can explain what the message means.

During launch a glitch in the sphere causes Parker to split into two separate people. The sphere lands and both Parkers stare at each other in shock. As the Parker's search for a phone, Parker 2 suddenly attacks Parker 1, knocking him unconscious. Parker 2 drags Parker 1's body and bury's him in a shallow grave. Ramsey and Donovan pick Parker 2 up and bring him back to the compound. Parker 2 lies to the team by explaining that this was a test mission and he lost the microchip with all of the information. Again, Mentnor receives a call from Tobias, who tells him he came across a secret code. Parker 2, Ramsey and Donovan stand around the TV and watch the US-China relations report on CNN. Olga senses that Parker has changed when he actually agrees with Ramsey's political point-of-view.

Meanwhile, Mentnor leaves his office after trying to decode the secret message. He drives down the dirt road and gets out of his car only to be ambushed by the commandos once again. However, this time Parker 2 is hiding in the back seat.

Back in the forest, Parker digs himself out of his grave. Desperate to get back to the compound, he pulls a gun on two local men who refuse to let him use the payphone. Unfortunately, these men fit the description of wanted criminals and Parker is hauled into jail with them.

Meanwhile at PROCINC, Parker 2 is tied up and blindfolded. He reveals to the perpetrators what he knows about China invading Taiwan and the terrorist blowing up Los Angeles, all before it happens. Starker doesn't understand how Parker 2 can possibly know about his plan.

Parker 2 convinces Starker he is from the future and reveals Mentnor is the scientific head of the project. Parker 2 helps Starker and the commandos break in to the Never, Never Land Compound. Talmadge realizes he's in trouble when he sees Parker 2 with an M-16 rifle in his hand. Parker 2 and Vickery (J. Kenneth Campbell) proceed to take over the compound.

Later at the sheriff's station, Parker 1 tries to convince the Sheriff he has to make a phone call. In the meantime, the nuclear device is detonated again in Los Angeles and Parker watches from the jail cell as Starker make his announcement on National television. At the Pentagon, General Cole informs the President that Starker has placed a third nuclear weapon in Chicago. The President resigns and gives control of the country to General Wayne Starker.
